AEPLAC PHASE V

AEPLAC Phase V operates in an environment of Armenia-EU relations guided by the Partnership and Cooperation Agreement (PCA) since 1999. The PCA contractual framework has been developing in the recent years under the influence of the European Neighborhood Policy (ENP) and Eastern Partnership initiative (EaP).

To implement the ENP Action Plan, Armenia has endorsed a List of Measures for the period of 2009-2011. The country wishes to make full use of opportunities available under the EaP, by moving to negotiations on a Deep and Comprehensive Free Trade Agreement and Visa Facilitation Agreement, which would pave the way to a new enhanced agreement with the EU.

The focus of AEPLAC Phase V is laid on support to capacity building of Armenian institutions directly involved in the implementation of the EU-Armenia ENP Action Plan. AEPLAC V also promotes visibility of EU and Armenia's European integration in the country and closely cooperates with the EU Advisory Group to Armenia.

AEPLAC Phase V is being implemented by the Consortium including:

  • International Centre for Human Development - ICHD (Armenia)

Altair Asesores, S.L. has built a solid track record advising private and public institutions and is now the leading Spanish reference in providing International Technical Assistance in the legal, economic and Public Administration reform areas.

Among other areas, Altair Asesores has been active in implementing EU-funded projects in the EU neighbourhood and Central Asia. It has recently been awarded the Support to PCA Implementation Phase III in Kyrgyzstan (ongoing since 2007), and is currently implementing the Support for the Implementation of the EU-Azerbaijan Partnership and Co-operation Agreement (PCA) Phase II. At the same time Altair Asesores, as lead firm, has carried out activities of the project Georgian-European Policy and Legal Advice Centre GEPLAC-Phase V and VI in Georgia. In Armenia Altair has implemented the following projects:

  • Policy Advice to the "State Commission for the Protection of Economic Competition of the Republic of Armenia" (2004-2005)
  • Establishment of the European and International Law Chair in the Yerevan State University and PCA promotion (2004)
  • Support to the Establishment of the twinning programme administration Office (PAO) in Armenia (2007-2008)

East West Consulting (EWC) has extensive experience in managing large technical assistance and procurement projects, particularly in Central and Eastern European countries, financed by international institutions. EWC is specialised in programme management for the EC in a range of areas including Aid Co-ordination, Institutional Capacity Building, European Integration, Sound Financial Management and Procurement.


European Consultants Organisation (ECO) is a professional and recognised service provider, specialised in services outsourced by public organisations. Since it was founded in 1992, ECO has successfully carried out projects in Europe, Asia, Africa, Mediterranean countries, Latin America, Central and Eastern European countries as well as in the New Independent States. Its clients are private and public companies, ministries and state authorities, EC, national and international financing institutions. ECO boasts a broad network of contacts in Europe and maintains its large database of expertise, which is updated on a regular basis at its headquarters in Brussels.


European Social, Legal and Economic Projects (ESTEP) is a leading Lithuanian consulting company providing assistance to private and public entities in project preparation and implementation relating to European assistance. ESTEP is advising on most efficient possibilities relating to European financial assistance and other means directed to facilitate Lithuania's economic, social and legal development. ESTEP is consulting on the EU regulatory regime and the EU related financing possibilities providing legal, economic and social analysis of social, public and private projects, preparing projects feasibility studies, applications and project related documentation (business plans, contracts, market research), project management and monitoring, providing assistance to clients during project evaluation in Lithuanian and the EU institutions, is working on ex-ante, intermediate and ex-post project evaluation financed by the EU Structural funds.

ESTEP has been active in transposing Lithuanian experience transition countries' institutions based on best Lithuanian and European practices. It has implemented the development and assistance project "Long-term technical assistance to Armenia in the field of European integration - Phase I and II", initiated by the Ministry of Foreign Affairs of the Republic of Lithuania. ESTEP together with partners has successfully implemented technical assistance project "Georgian - European Policy and Legal Advice Centre (GEPLAC) - Phase V and VI". Together with partners ESTEP is implementing technical assistance project "Ukrainian-European Policy and Legal Advice Center (UEPLAC) - Phase IV".


The Armenian International Centre for Human Development (ICHD) is an independent, non-profit policy think tank dedicated to helping improve public policy decision-making in Armenia through research and analysis, training of policymakers and policy analysts, and public education about the strategic issues, both domestic and international, facing Armenia and the Caucasus in the 21st century. ICHD activities are aimed at promoting democracy and fostering political and economic reforms; enhancing regional cooperation; creating a friendly and secure investment environment; and providing local private sector and the international business community opportunities to participate in the economy of the Caucasus region.
