AEPLAC PHASE V

AEPLAC Phase V operates in an environment of Armenia-EU relations guided by the Partnership and Cooperation Agreement (PCA) since 1999. The PCA contractual framework has been developing in the recent years under the influence of the European Neighborhood Policy (ENP) and Eastern Partnership initiative (EaP).

To implement the ENP Action Plan, Armenia has endorsed a List of Measures for the period of 2009-2011. The country wishes to make full use of opportunities available under the EaP, by moving to negotiations on a Deep and Comprehensive Free Trade Agreement and Visa Facilitation Agreement, which would pave the way to a new enhanced agreement with the EU.

The focus of AEPLAC Phase V is laid on support to capacity building of Armenian institutions directly involved in the implementation of the EU-Armenia ENP Action Plan. AEPLAC V also promotes visibility of EU and Armenia's European integration in the country and closely cooperates with the EU Advisory Group to Armenia.

Alexei Sekarev
AEPLAC Team Leader

Education
1979 and 1985, Mr. Sekarev accomplished respectively Masters degree in International Trade and English language and PhD in Economics in the Taras Shevchenko University, Kiev
1990, awarded the title of Associated professor in economics by the Russian Academy of Sciences
1991-1993, Alexander-von-Humboldt Reseach Fellow in the Federal Institute for East European and International Studies, Cologne, Germany

Career Experience
1993-2003, Research fellow in the Institute of East-European Studies, Munich
1997-1999, EU expert in economics in UEPLAC (Kiev)
2000-2008, positions of Team Leader in AEPLAC (Yerevan), TANCU (Moscow) and GEPLAC (Tbilisi).

Languages
Fluent in English, German, Ukrainian, Russian and good in Polish.

 

  

Petros Dadayan
AEPLAC Deputy Team Leader

Education
1983, Mr. Dadayan received Master's degree in Economic –Mathematics from the State Economic  University of Armenia

Career Experience
1993-1995, Mr. Dadayan held the position of Head of Customs Policy Department at the Ministry of Finance RA,
1995-1997, He was the First Deputy Head of Customs Department of RA.
1997-1999, he acted as GM of ARAY company
1999-2000, Mr. Dadayan was the Head of Economic Department of Prime Minister's Office
2000-2003, he was Armenian Director of AEPLAC,
2003-2007, Mr. Dadayan worked in different TACIS projects.
2007-2009, he held the position of CEO of Aray Group of Companies, Dubai, UAE

Karen Hovhannisian
AEPLAC Senior Capacity Building Expert

Education
1996, Mr. Hovhannisian graduated from the International Economics Department of the Yerevan State University
1999, received a MA in  Economics from the Central European University in Budapest, Hungary
2003, received a PhD in Economics from the University of Siena, Italy 

Career Experience
2001-2004, Mr. Hovhannisian held research positions in BETA (Strasbourg, France), MERIT (Maastricht, The Netherlands), and ARC Systems Research Group (Vienna, Austria)
2004-2005, he was a Research Fellow in the Research on Organization, Coordination and Knowledge Group (Trento, Italy)
2005-2007, he held the positions of Assistant Professor and Economic Advisor to the CBRD, American University of Armenia
2007-2009, he worked as a State Budget Agencies Advisor at ICHD for the Programme Budgeting Project

Fluent in English, Armenian, Russian and Italian. Some knowledge of French and Portuguese

 

Tigran Tshorokhyan
AEPLAC Institution Building Expert

Education
2001 and 2003, Mr.Tshorokhyan received Bachelor's and Master's degrees in Political Science from Yerevan State University
2006, he received PhD in Political Science from Russian-Armenian State University

Career Experience
2003-2005, Mr.Tshorokhyan worked as Referent at the Ministry of Foreign Affairs of the Republic of Armenia
2004-2005, he acted as the Head of the Committee of International Relations and Mass Media in Council on Youth Affairs adjoining to the President of the National Assembly of the Republic of Armenia
2006-2009, Mr.Tshorokhyan held the positions of Child Protection Programs Coordinator and Child Protection Specialist in World Vision Armenia international NGO
Since 2005, he taught political science at Russian Armenian State University (up to 2006) and continues to teach at Yerevan State University

Sergey Vardanyan

2000, Mr. Vardanyan received a BA in Economics from the Faculty of Economics, Yerevan State University
2006, accomplished a graduate diploma from the Legal Faculty of the Yerevan State University
2008, successfully completed a Business Executive And Leadership Program in Judge Business School,  University of Cambridge.

Career Experience
2002-2003: Analytical Specialist at the Armenian Development Agency, Enterprise Support Fund.
2003-2004: CIS Country Representative at the Global Web Access a US based IT Company Specialized in Web Design And Web Hosting.
2004-2006: Senior Legal Adviser at ACRA Credit Reporting CJSC First Armenian Private Credit Information Bureau.
2006-2007: Head of Legal Department  at the Euroset Russia's Largest Mobile Phone Retailer
2007-2009: Attorney-Advisor at the Emerging Markets Group Financial Sector Deepening Project Armenia a USAID-funded Project

Lolita Adibekyan
AEPLAC Office Manager

Education
1982, Mrs. Adibekyan graduated from the State Foreign Languages Institute (English Language Department)

Career Experience
1984-1992, worked at "Armenia" Intourist Hotel as a Senior Administrator and Passport Operator
1992-2004 Mrs. Adibekyan acted as Administrative Assistant and Executive Assistant at the US Peace Corps (5 Appreciation Awards by US Embassy)
2006-2009, she held the positions of Administrative Assistant and Backup Office Manager at PA Government Consulting

Fluent in English, Russian, Armenian and good in French.

  

Nelly Voskanyan
Assistant to AEPLAC Team Leader

Education
2009, Ms. Voskanyan received Bachelor's degree in Romance and Germanic Philology from Yerevan State University
Since 2009, she is a Master's degree student in Romance and Germanic Philology in Yerevan State University

Career Experience
2009, Ms. Voskanyan tought English language at school № 55 after Chekhov
