AEPLAC PHASE V

AEPLAC Phase V operates in an environment of Armenia-EU relations guided by the Partnership and Cooperation Agreement (PCA) since 1999. The PCA contractual framework has been developing in the recent years under the influence of the European Neighborhood Policy (ENP) and Eastern Partnership initiative (EaP).

To implement the ENP Action Plan, Armenia has endorsed a List of Measures for the period of 2009-2011. The country wishes to make full use of opportunities available under the EaP, by moving to negotiations on a Deep and Comprehensive Free Trade Agreement and Visa Facilitation Agreement, which would pave the way to a new enhanced agreement with the EU.

The focus of AEPLAC Phase V is laid on support to capacity building of Armenian institutions directly involved in the implementation of the EU-Armenia ENP Action Plan. AEPLAC V also promotes visibility of EU and Armenia's European integration in the country and closely cooperates with the EU Advisory Group to Armenia.

The Regulation of articles of precious metals market in Armenia

According to the request of the Ministry of Finance AEPLAC is currently preparing the Report on Improvement of State Regulation of the Armenian Jewellery Market. The Report will provide detailed information on the Armenian and the EU Member States' existing legal and institutional systems regulating the jewellery market, the comparative analysis of these systems, and recommendations aimed at the improvement of the Armenian State regulatory mechanisms. The requirements of the Convention on the Control and Marking of Articles of Precious Metals as well as opportunities and gains of Armenia's accession to the Convention will also be introduced.... The European Single Market, financial services

In 2007 Central Bank of Armenia and AEPLAC have published “The European Single Market, financial services” manual which presents the trends of formation and further development of The European Single Market and financial services. The later one was of great interest as for the banks operating in the Republic of Armenia, insurance companies, as well as for the interested readers. Report on the Assessment of Institutional Structure and Administrative Capacities in the field of Food Safety, Veterinary and Phytosanitary Policy

The report is based on the EU Guide to Main Administrative Structures Required Implementing the Acquis. This report examines the administrative capacities of the Armenian administrative structures responsible for the implementation, control and enforcement of the legislation in Food Safety, Sanitary and Phytosanitary areas. Institutional and capacity assessment in relation to food safety is combined into the phytosanitary and veterinary sections, taking into account that same institutional and administrative structures in Armenia are responsible for the implementation, control and enforcement of the relevant legislation.... PROJECT SYNOPSIS

According to the Terms of Reference (ToR), the project aims primarily at building a long-lasting capacity in public administration of Armenia to implement the PCA and the ENP under the guidance of the EU Advisory Team and of the EC Delegation.
